I'm the section leader for the low brass in my band. The instrumentation goes as follows (my BD groups all these instruments into one section) :
Trombones: 3 Baritones/Euphoniums: 2 Tubas: 3
Our section is the largest in the whole band, yet we are totally dominated by the other sections.. as in, they play a lot louder than us and you can barely hear us. I NEED our section to play out more, ESPECIALLY the tubas. How can I get my section to play out more?
Also, I feel that the kids in my section just don't care or don't have a solid grip on their music. How can I change that?

Try getting a recording and showing them that they can't be heard. Everything sounds different from behind the bell.
As for "making" them care, there's a point at which you can't, but there's dozens of threads you can read here packed with good advice. As for them not knowing their music, try quick tests before class: "Hey, let me hear you at fifteen." That gives you a good chance to tell them what they're doing individually. Also, change where you sit; go sit between the baritones one day if you're on a piece that they're less strong on. They'll be expecting feedback, and you can give it to them.

In my band we challenge the low brass to play loud enough to make the director tell them to back off. Works wonders... and it's funny.

With a lot of members of my band who get over powered, it is becasue they are not comfortable with their music. I would spend a lot of time making sure they are good with the music and making sure they know it. We have the same problem with the clarinets. We are always the biggest section yet we always get over powered. We were in sectionals one day and so we had a challenge to see who could play the loudest. It really does work. Us clarinets like to be the best and like to have fun and compete with each other. We went from not being heard at all to blending with the rest of the band and having a really nice sound. It was neat.
I have problems with people not being into it and their are a lot of links on here to help. They seem to be helping me a lot so check them out.

Have them play the rythyms with all the valves half down. When they play normally again it will soud a lot better and louder
